Help please! My dad has had one foot ulcer for over two years! He has seen at least 20 documents w / no answer.?

So that three years ago, my father had an ulcer on the top of your foot. I went and saw a doc ankle and foot and walked for about 6 months. But in the last two years strong, the ulcer has been the same with no improvement. He went to every doc in the sun for orthopedic and cardiovascular nobody can understand. All I know is this: is 49 years old, 5 feet tall and weighs 5250 and all documents swear up and down is not a diabetic. He does not have venus stasis dermatitis or have rheumatoid arthritis. We own a pizzeria and executes it. He has carried out much of our family and this is my last hope. If someone has an education response and can backup information and possibly a website of my family would greatly appreciate it. We live in Atlanta and times are tough and there's not much hope for out of state to fix it. Thank you.
